UNITED STEWARDSHIP FUND: General and EIF Percentage Reduction

Whereas, The General Board of The Wesleyan Church recommended a memorial to the 2000 General Conference with the following wording:

"Whereas, The district conferences have been improving their rate of collection and payment of USF-General and USF-EIF;

"Whereas, The forward movement of The Wesleyan Church takes place in local churches, and these local churches need all of the financial resources possible for their ministries;

"Whereas, While the payment of general church and district assessments is not a tithe in the biblical sense, there would be a psychological advantage if the total of general and district askings could be eventually reduced to 10 percent of the base income of local churches";

Whereas, It is now time to implement the aspirations of the General Board concerning a reduction in USF-General and USF-EIF;

Whereas, The present rate of USF-EIF was established when some of our educational institutions were facing major financial crises and now our educational institutions are generally thriving with outstanding enrollment and finances;

Whereas, Our headquarters in Indianapolis since the 2012 General Conference has seen a reduction in the number of General Superintendents, general officers, and other employees; and

Whereas, Recent general church budget have expanded in some needed areas; reduced in other areas; but more reductions are possible;

Resolved, That beginning in the fiscal year starting in the summer 2017 that the General USF be reduced from 2.75% to 2.5% and that the Educational USF be reduced from 3.25% to 2.5% for a total of 5%.
